Because Twitter likes it this way.
Even this sub-board is for Off-topic discussions such a question is almost useless
and you should ask Twitter support.

Well, I've register an account and you still can not see comments. Although I have already seen this site many times, I have never seen any comment. Although twitter has never given me any answer to this question.

Now I do not know, nothing can be done:
This site is not available. The website at https://twitter.com/settings/accounts/update may be temporarily unavailable or permanently moved to a new web address.
ERR_INVALID_RESPONSE
Probably now you need to add a phone number (REQUIRED!), But I can change any of my settings!

EDIT:
Add your phone number
You can't add your phone number while your account is suspended.

UPDATE:

Support - can not help in this matter, and do not want to help. They think I do not have access to e-mail, but I have - and I even got a retief and I can confirm again (!!!), so this is TRUTH.
Confirmation CODE = 100% credibility.
But according to them - no. Pure stupidity. SUSPEND ACCOUNT WITHOUT ANY REASON !!!
You tried to update a case that has been closed.
