The filter editor and the bookmark editors need to shrink more when resizing the window.
Notice all that ugly gray area? That's free space we can use when resizing the window.
But also, since the dropdowns on the left just represent boolean values, i suggest to change them to checkboxes and set them horizontally to conserve space in the dialogs.

I will consider showing the match x options under two columns.
These options have 3 states: (No change), Enabled and Disabled.
I have on my TODO list to add a vertical scrollbar.

For now, you can adjust your UI scale under Tools -> Options -> UI.

the zoom is unfortunately necessary, but my main suggestion to tweak or optimize the editor's screen is mainly one of compromise on my part because of bad eye sight.
And like you said the zoom factors in. if i were to set the zoom in Windows and Everything back to normal, i couldn't use it at all. i'd be using the magnify tool all the time. and i don't want to do that. no one likes looking through "a keyhole".
maybe it's age, maybe it's my glasses, but all i know is that screen real estate isn't getting any bigger.
And that gray free space is just that parcel of real estate that could help people in my situation.

Everything 1.5.0.1355a adds a vertical scrollbar to the add/edit bookmark dialog.
Everything will now only require a display with at least 480 logical pixels high.
With the largest Add/Edit filter dialog being 471 logical pixels high.
