Filters ID

Whenever I rename/reorganise filters, external shortcuts get broken.
It would be good if as well as a name, filters (and bookmarks) had an ID that remains constant through its existence as an alternative means of reference.
Perhaps a unique counter ID (when required read existing ones to get the current counter position), or a number derived from the date it was created (either timestamp or calendrical form using just the numbers) with a check it doesn't already exist (which would be an unusual scenario, but Import should also check this), referenced by prefixing #. I don't expect people will have hitherto named any filters/bookmarks in such a form.
