Everything does not find c:\windows\regedit.exe

Everything does not find c:\windows\regedit.exe

When I'm searching for regedit.exe in Win 8.1 with everything 1.3.3.658 (x64), it does find some files named regedit.exe, but it does not find c:\windows\regedit.exe. Is this a bug or a feature?
